Over the years, it can be observed that the number of women elected to run a commune has been at quite a low level. In the local government elections of 2000 there were four communes where women were the winners. More concretely, in the 2000 local government elections the following were elected: Mrs. Elida Avdul Deliu candidate of the Socialist Party for the Commune Deshnicë ; Mrs. Fatime Sulejman Goga candidate of the Socialist Party for the Commune of Ndroq; Mrs. Fatbardha Riza Kapaj candidate of the Socialist Party for the Commune Hore Vranisht and Mrs.Anastasia Zaho Dushi candidate of the Socialist Party for the Commune of Zagorie.

In the local government elections of 2003 there were six women elected as winners. Respectively in the local elections of 2003 were elected: Mrs. Lule Ramazan Cakoni right-wing coalition candidate in the Commune of Baz; Mrs. Hene Bajram Dura Socialist Party candidate for the Commune of Luftinje ; Mrs.Fatime Sulejman Goga Socialist Party candidate for the Commune of Ndroq; Mrs. Fatbardha Riza Kapaj Socialist Party Candidate for Commune Hore Vranisht ; Mrs. Adila Kacandon Kojdheli Socialist Party candidate for the Commune Shushicë-Vlorë and Mrs.Anastasia Zaho Dushi candidate of the Socialist Party for the Commune of Zagorie.
In local government elections of 2007 were counted six ladies as winners. They were respectively Mrs.Sabire Yzedin Hoxhaj candidate of the Democratic Party for the Commune of Fratar; Mrs. Lavdie Syrja Hadëri candidate of the Democratic Party for the Commune Fshat Memaliaj; Mrs. Fatime Sulejman Goga Socialist Party candidate for the Commune Ndroq, Mrs. Fatbardha Riza Kapaj Socialist Party candidate for Commune Hore Vranisht ; Mrs. Lumturi Faik Ferhati candidate of the right-wing coalition for the Commune of Kajan and Mrs. Anastasia Zaho Dushi left- wing coalition candidate for the Commune of Zagorie.
In local government elections of 2011 were only two women elected in the list of the candidates for the communes or 0.65% nationwide. The 308 Communes from the mandate of 2000- 2015 are led principally from men candidates.

It is specific that there are three women candidates that have won three consecutive mandates. They are respectively: Mrs. Fatime Sulejman Goga Socialist Party candidate for the Commune of Ndroq; Mrs. Fatbardha Riza Kapaj Socialist Party candidate for the Commune Hore Vranisht and Mrs. Anastasia Zaho Dushi candidate of the Socialist Party for the Commune of Zagorie for two consecutive mandates and left- wing coalition candidate for the Commune of Zagorie in the third mandate.
From local elections of 2000 to 2011 there are only 11 female candidates represented in the list of communes and 725 male candidates or 1.49% females and 98.51% males of the candidates list nationwide
