Annual declaration of assets by District Chief Prosecutors by source for 2015

Open Data Albania ranks District Chief Prosecutors by value of their incomes as declared for 2015. District Chief Prosecutors are required by law to declare their assets and conflicts of interest. At the beginning of each year, they must submit a declaration, where they reflect every increase or decrease of their incomes and assets for the last twelve months.

Open Data Albania (ODA) lists their incomes by their source, and their total for 2015. Their detailed declarations are available on Money and Power section of the Spending Data Albania portal. Transparency and public control through publication on a well-structured format is done as part of the activities of the Money Government and Power (MGP) Program.

The best paid prosecutor, including his salary and remunerations for other professional engagements, for 2015 is the Chief Prosecutor of Tirana, Mr Petrit Fusha. His declared salary is 1 895 110 lekë.

Mr Fusha is followed by Prosecutor Besnik Cani who ranks second for personal incomes from work with an annual salary of 1 759 239 lekë. Mr Ardian Ylli also declares a high salary of 1 717 865 lekë.

The twenty two Chief Prosecutors declare an average monthly salary of 113 703 lekë for their functions. For 2015, all the District Chief Prosecutors declare to have had no other professional engagements.

Honorary fees represent another source of incomes, with Mr Fusha declaring to have received a fee of 40 500 lekë as a member of the Council of Prosecutors in 2015, and Mr Ramadan Troci an amount of 17 000 lekë.

Incomes from interests of bank deposits, maturity of securities and obligations, are additional sources of incomes. There are two prosecutors, who declare to have made money in 2015 in this way. Mr Besnik Cani leads by bank interests and a pension fund of 192 679 lekë for 2015.

Incomes from rent is another income generating source for two prosecutors, including Mr Petrit Fusha, who declares to have made 54 000 Euro from renting a property, for which he has paid the respective tax, and Mr Besnik Cani, who declares to have made 204 000 lekë from renting a home.

Mr Arben Pasha, Chief Prosecutor of Saranda, declares to have benefitted a private house of 93 m2 and land, and an office of 11.33 m2 in 2015 as inherited property, but he does not declare any reference value for such property or any information on its evaluation as inherited property.

The list of prosecutors ranked by incomes of their sources or partners is led by Mr Kolë Hysenaj. His wife, Ms Dalina Hysenaj, has made 2 600 000 lekë from her private ?Bar Café? and 1 435 200 lekë from her salary. Hysenaj family is followed by Hoda, Ylli, and Vata families.

Incomes from Obligations paid by Third Parties is another source of incomes for Chief Prosecutors. Such incomes consist mainly of sales of properties and payment of contractual obligations. In order to clearly identify the incomes and the value of alienation of properties from material to monetary values, we would need to know the initial price of the properties involved, but with such information missing, we are just listing them without any categorization or ranking. The prosecutor, who has declared incomes of this nature, is Mr Petrit Fusha.

Finally, calculating the total incomes of every prosecutor, including all the above categories and the incomes of their family members, the lists is led by Mr Petrit Fusha, whose incomes are five times higher than the average incomes of the twenty one other prosecutors. The last in the list is Ms. Eloida Gaxhi, whose total annual incomes consist of her salary only.

The declared incomes declared for 2015 in foreign currencies are converted into Albanian leke, using the average currency exchange rate of the Bank of Albania for 2015. Every raking corresponds with their incomes for 2015 and not with their total wealth.
