Open Data Albania is investigating into the concessionary contracts and public-private partnerships (PPP) supported directly by the state budget. According to the Budget Report for 2018 by the Ministry of Finances and Economy, there are eight concessionary contracts or PPPs financed by the state budget. The report mentions also three more contracts to be signed during the same year that will be directly financed by the state budget. 
The estimated annual cost for the eight PPPs financed for 2018 shall be nine billion four hundred and twenty million lekë (9,421,609,000).
The line ministries that have signed such contracts include: Ministry of Health and Social Protection; Ministry of Infrastructure and Energy; Ministry of Finances and Economy; Ministry of Education, and the Municipality of Tirana.

The Ministry of Health has signed four contracts for 2018 for approximately 3.9 billion lekë. Concessionary contracts in the health sector represent the largest share (42.2%) of the state budget allocated to such contracts. They include contracts for the following services: Provision of the Medical Check-Up; Provision of Hemodialysis; Provision of personalized sets of surgical instruments, medical surgical single-use materials for surgical rooms, treatment of biological waste and disinfection of surgical rooms; and Provision of hospital laboratory services

The provision of medical checkup services for 2018 is going to cost 876 million lekë. The concessionary contract signed for this service shall cover ten years (2015-2024). The total value of the contract is 6.4 billion lekë. The contract is signed with 3P Life Logistic shpk, a company established in December 2014. 

 

 
The second contract is signed by the Ministry of Health for the Service of Hemodialysis. This service is going to cost the state 655 million lekë for 2018. This contract is also going to cover a period of 10 years (2016-2025). Its total value is 8.7 billion lekë. The contract is signed with DiaVita shpk, a company established in October 2015.

 

The third contract is signed for the provision of personalized sets of surgical instruments, single-use medical supplies for surgical rooms, treatment of biological waste, and disinfection of the surgical rooms. The annual cost of this service for 2018 is 1.5 billion lekë. This contract also covers a period of ten years (2015-2024), and the total value of this service is 10 billion lekë. 

 

 
The provision of laboratory services is the last concessionary contract signed by this ministry. It covers a period of ten years, starting in 2018 and ending in 2027. The state budget cost for this service for 2018 is planned to be 886 million lekë, while the total value for the ten years shall be 9 billion lekë. The contract is awarded through a procurement procedure announced in February 2017 to an operator consisting of a merging of several companies, i.e.  Labopharma sh.p.k; Exalab, and AB Laboratory Solutions.

 

The concessionary contracts signed by the Ministry of Infrastructure and Energy shall have an annual cost of 2.7 billion lekë for 2018 or 30 per cent of the total budget allocated to concessionary agreements.

The concessionary agreements signed by this ministry include: Construction and administration of the urban waste treatment plant for the region of Elbasan; Construction and administration of the urban waste treatment plant for the region of Fier and production of energy; Construction and operation of Arbri Road; Construction, improvement, use, and maintenance of Milot-Morina Highway; Building, Operation, and Transfer (BOT) of a Hydro Power Plant on Devolli River, and the reimbursement of the construction of access roads.

 

The incinerator for the region of Elbasan shall cost the state budget 752 million lekë for 2018. This contract covers a period of 7 years (2015-2022). The total value of the contract is 2.8 billion lekë and is being executed by a company named Albtek Energy. The second contract is signed for an incinerator for Fier. The state budget cost for it is planned to be 661 million lekë. The term of this contract shall be six years (2017-2022). This contract is being implemented by a company named Integrated Technology Waste Treatment Fier.

 

The two other contracts, the one for the construction and operation of Arbri Road and the other for the construction, improvement, use, and maintenance of Milot-Morina Highway is expected to start this year. The construction of Arbri Road is expected to cost 24 billion lekë, and the construction will take 13 years (2018-2030). 

 

The construction, improvement, use, and maintenance of Milot-Morina Highway shall cost 2 billion lekë, and the contract term is 30 years (2018-2047).

 

The reimbursement of the construction of access roads to Devolli HEC shall be done through a contract signed for 7 billion lekë. Its term is 5 years (2015-2019). The annual cost for 2018 shall be 1.3 billion lekë. The contract is being executed by Devolli Hydropower shpk.

 

The Municipality of Tirana, in cooperation with two line ministries, i.e. the Ministry of Infrastructure and Energy and the Ministry of Education, signed two concessionary agreements; one for an incinerator for Tirana and another one for the construction of pre-University education facilities in the Municipality of Tirana. 

 

The incinerator for Tirana will cost 1.039 billion lekë for 2018. This concessionary agreement shall be valid for 30 years (2018-2047). In total, this incinerator shall cost 18.3 billion lekë. So far, the only thing made known is the existence of an uncommissioned proposal by a company named Integrated Energy B.V shpk.

‘The construction of Tirana schools in Tirana 1 Zone, Tirana 2 Zone, Tirana 3 Zone, Tirana 4 Zone‘ is contracted for 6.4 billion lekë. The ministry of Finances and Economy has not foreseen any costs for these contracts for 2018. The term of these contracts shall be 8 years (2017-2024). 

 

The last state budget-financed concessionary agreement is signed for the Customs Scanning Service, known as the PPP for financing, setting up, and operating a scanning service for containers and other vehicles in the Republic of Albania. This concessionary agreement is being executed by a company named S2 Albania. This service shall cost 1.6 billion lekë for 2018. The contract shall have a term of 15 years (2014-2029), while its total value is 27.6 billion lekë.

 

Data about the companies established for executing concessionary agreements or PPPs are published on our portal Open Corporates Albania, under the ‘concessionary companies‘ section. The portal contains also information in the open data format for a large number of business companies operating in the country. Such information is intended to help the public learn about legal entities managing public contracts; executing concessionary agreements or PPPs; owing public licenses or providing public services in the country. The overall intention is to ensure transparency, information, and civic oversight, and education. Open Corporates Albania Portal is designed with the financial support of Lëviz Albania Program, while the data catalogue of the companies executing PPPs is supported by Money, Government, and Politics Program, a program enabled by the Embassy of the Kingdom of the Netherlands in Tirana. The open data format used for publishing such information enables citizens to easily find it, use, and reuse it. All the data published on the public portal can be converted into open data and become machine readable online.
