Open Data Albania is publishing data on the production of electricity from hydropower plants in the country. In addition to the hydro works owned and administered by the Albanian Electricity Corporation (KESH), there are also small and medium HPPs operating in the country. Their licensing and construction started during the Government Program for Energy mandate 2009 – 2013, through Public Private Partnerships or Concessionary HPPs. The program aimed for private investment to enable the construction of hydropower plants, enabling increased energy production in the country. The projects have been accompanied for two decades by debates on the efficiency of PPP contracting and the protection of tourist areas or river valleys.

Finally, after almost two decades, we can say that the country has an increasing domestic energy production, thanks to private HPPs, while the Current Government continuous its efforts to build larger hydropower plants and HPP Skavica is contracted by a special law special 2021. During the first nine months of 2021, an amount of 5,944,858 MWh was produced by the public sector and 1,430,139 MWh by the private sector. In other words, the private production of electricity during this nine months marks about 19% of the total electricity produced.

The largest manufacturing company in the country is KESH sh.a. with 100% state capital, which during this year has provided the largest amount of production from HPP Koman, HPP Fierza and Vau i Dejes, respectively 61% of the total quantity produced or a quantity of 4 493 691 MWh.

The largest amount produced by the private sector for this year is recorded by Devoll Hydropower sha with 556 667 MWh in the first nine months of 2021. The company has three hydroelectric generating units with a combined capacity installed in the Devoll Valley between altitudes of 806 and 95 meters above sea level. The Concession Contract was signed in 2008 but additions or changes to the contract were made in 2010, 2013 and 2014.

Kurum International sh.a is a company that produces energy as the owner of four hydropower plants Ulza, Shkopeti , Bistrica 1 and 2 . During the first nine months of the year KURUM INTERNATIONAL sh.a has provided production of 320 736 MWh. Kurum privatized several hydropower plants in the country with a highly controversial contract with the Albanian Government at the end of the second term of the Berisha Government.

Ayen As Energji sh.a or HEC Ura e Fanit guaranteed in the first nine months of the year a production of 278 557 MWh. This company, again a Turkish company, in terms of the origin of the capital, has secured a concession contract for the cascades of the Peshqesh, Ura e Fanit, and Fangu hydropower plants. This company entered into its first contract with the State in 2011 but there is an additional contract change in 2017 as well.

Energji Ashta sh.pk with a production of 238 284 MWh in the first nine months of 2021 is another important company in terms of hydric production in the country. With foreign ownership and capital, this company is involved in Construction, Ownership, Exploitation and Transfer of Ashta Hydropower Plant.

The ranking is followed by Euron Energy Group shpk, Alb-Energy shpk, Energal shpk, Diteko shpk, Power Elektrik Slabinj, Balkan Green Energy, Gjo Spa Power, Erdat Lura, Seka Hydropower, Energy Plus, Hydro Seta, Prelle Energji, Hec Vlushe, Denas Power, Albania Green Energjy, C&S Construction Energy, C&S Energy, HEC Tervolit, MV Inerte Lumezi , Henz Energy, Langarica Energjy, Hec Lanabregas and others according to the List. You may also find passports for all companies which have licenses and contracts for the Energy Program for the construction of hydropower works through Public and Private Partnerships created in the database Open Corporates Albania category, under the Concessionary Companies.

Open Data Albania has also compared the amount of electricity produced with that consumed for the years 2015-2021. In these seven years it is noticed that the level of quantity consumed exceeds the one produced, except in 2016 where 7 136 362 MWh was produced and 7 094 576 MWh was consumed, and in 2018 where 8 552 152 MWh was produced and 7 638 846 MWh was consumed The first nine months of 2021 also show a higher level of electricity produced compared to the level consumed, i.e. a deficit situation.

Over the course of fifteen years, 2007-2021, the situation seems to have constantly changed. Since 2007, the largest amount produced in total is recorded in 2018 with respectively 8 552 152 MW h electricity produced. The amount produced by the private sector has increased 24 times in fifteen years.
