Health Programs, 2022 Budget Cuts with Normative Act no. 12 July 29 and Beginning of the Year Plan 5% reduction

The government approved on July 29, 2022, its Normative Act no. 12, amending the 2022 Budget Plan. This is the second Normative Act approved to amend the State Budget for 2022. The budget was already amended earlier by Normative Act no. 3 of March 2022.

Both amendments made to the State Budget by the Government consist of reductions in spending for the four Health Sector Programs. The plan for Health approved on July 29 cuts the Health budget by 5%.

Specifically, the Primary Health Care Services Budget Program is cut by 10%. This item was initially planned to be ALL 8.805 billion, but the July amendments through a normative act reduced it to ALL 7.948 billion. Such an amount allocated to primary health care for spending falls to the lowest level of spending in the last five years. The other program, Secondary Health Care Services was initially allocated ALL 33.34 billion, but in July 29, the Government decided to reduce it to ALL 32.99 billion, i.e. marking a decrease of ALL 343.128 million or 1%.

The National Emergency Service has shrunk by 7%, while the highest reduction among the Health Program items was made in Public Health Services with 1.02 billion less or 16% of the initial spending plan.

In total, the four Programs and the Health Sector have shrunk in seven months by minus 2.24 billion ALL or minus 5%. These four programs are already only 7% of the budget expenditure plan. In the initial plan, the share of the Health Programs against the total expenditure of the budget was at the level of 8%.
