The companies benefitting large sums of money from the State Treasury throughout the twelve months of 2022 are Shoqëri e Thjeshtë Intekar – ASL, Kastrati, G.P.G. Company, Gjoka 87 and Salillari.

Open Data Albania, using well-structured data present in the Open Spending Albania platform, has been identifying and ranking the 30 (thirty) economic operators with the largest value of Transactions, benefited from the State Treasury 2022. Payments directed towards beneficiary state institutions or towards second level banks are excluded from the analysis. In the same way, the transaction category showing values of injected capital for publicly owned companies, coinciding with capital increase on their behalf, are also excluded.
Ranked first for the value of transactions benefited from State Treasury during 2022 is Shoqëria e Thjeshtë Intekar – ASL, implementor of the “Construction of the Llogara Bypass” project, in the road axis Orikum – Himarë, part of SH8 Highway (Vlora – Sarandë). This Turkish-owned company benefited ALL 5.88 billion from the state budget during 2022. The total value awarded for the construction for the Llogara Bypass, VAT excluded, is ALL17.03 billion.
Kastrati sh.p.k. ranks second in terms of the size of the funds awarded from the Treasury during 2022, with a total value of transactions ALL 4.27 billion. Kastrati was founded in 1995, having as object of activity the import, export and trade mainly of fuel and oil. Kastrati shpk (not SHA) has benefited from the State Budget as a supplier of fuel and oil for public institutions or by the fuel and oil subsidiary scheme for farmers. Second in ranking, this company is a supplier of goods and not an operator engaged in Public Works and Investments, which is the norm for major funds awarded.
G.P.G. Company ranks third, with ALL 3 billion benefited from the Treasury; founded in 1996, the company is a public contractor for the implementation of public works, mainly road infrastructure.
The company that ranks fourth in terms of size of the payments collected from the State Treasury is Gjoka 87, with ALL 2.94 billion benefited from the state budget during 2022. Gjoka 87 is a concession company established for the construction and maintenance of Arbri Road, project awarded to the parent company Gjoka Konstruksion in 2017. The project is predicted to absorb a financing budget ALL 30 billion spread over several years, and additional budget funds are expected to be injected, due to problems in the construction of the tunnel.
Salillari is the economic operator that closes the list of the 5 major beneficiaries from the State Treasury for 2022, with a collected value of ALL 2.58 billion. Salillari was founded in 1994 and owns 6 companies, 3 of which are concessionary ones.
Fusha is ranked the 6th major beneficiary company of the state treasury for 2022, worth 2.17 billion ALL. This company has a portfolio of works in urban revitalization and recently, in concession roads as well. In four years, Fusha shpk has collected directly from the State Treasury around ALL 9.12 billion.
Seventh on the list ranked for the large value of treasury transactions benefited during 2022 is the company that owns the Public Private Partnership agreement for Financing, Establishing and Operating the service of containers and other vehicles scanning in the Republic of Albania. Payments worth ALL 2 billion were made in favor of this contract during 2022, through Raiffeisen Bank. In Albania, the contract known as Rapiscan is implemented by S2 Albania, based on the PPP – Public Private Partnership Agreement for the Financing, Establishment and Operation of the ontainers and other vehicles scanning service in the Republic of Albania, as amended.
Infosoft Systems is the eighth economic operator based on the value of Treasury Transactions collected during 2022, having benefited of namely ALL 1.83 billion. This company was established in 1995. The treasury transactions paid to the latter are related to the maintenance of computer systems, as well as investment for the increase of computer equipment and softwares. For the second time in the same year a goods provider company and not a Public Works Implementer has emerged in the list of the major beneficiaries (after Kastrati).
Placed ninth in the ranking is Kurum International sh.a. with Treasury Transactions that are worth ALL 1.62 billion. Kurum is a foreign joint-stock company with Turkish origin capital, established in 1998. The entire the fund collected via treasury transactions by this company is composed of refunds of the Value Added Tax.
Gjikuria is the economic operator that closes the ranking of top 10 companies that have benefited the largest monetary value from the State Treasury during 2022. The amount awarded to this company is ALL 1.61 billion. Gjikuria was established in 1995 and the public money was awarded for public works carried out or that are a work in progress.
Ranking State Treasury Major Beneficiaries during the four-year period, 2019 – 2022. The company that has benefited the most from the treasury in the four-year period 2019-2022, is Trans Adriatic Pipeline Ag Albania, the company implementing the Trans Adriatic Pipeline Project (TAP Project). Although this company does not appear as a beneficiary during 2022, it still ranks first when you compare figures for the four-year period. This company has benefited during this time of ALL 15 billion as a refund of Value Added Tax, as the implementer of the TAP Trans Adriatic Gas Pipeline Project.
Gjoka 87 is listed as second regarding the high value of the payments collected from the Treasury during the four year period, 2019-2022, cashing in around ALL 12.4 billion.
Kastrati is ranked third for this four year period, with ALL 9.7 billion profitted off the State Budget during 2019-2022. It is followed by G.P.G. Company with ALL 8.79 billion profited. Closing the ranking of the top 5 major beneficiary companies awarded public money from the Treasury for 2019-2022 period is Salillari with ALL 8.78 billion.

Throughout the years, we also had companies moving in the ranking of the 30 largest beneficiaries from the State Treasury. Companies that have entered the list of the 30 largest companies benefiting from the state budget, for the first time in 4 year period (2019-2022) are: Shoqëri e Thjeshtë Intekar – ASL; Kurum international sh.a; Alb-Building; Advance Business Solutions – abs; Military System Supply; Geci; Alko Impex Construction; Bami; Ulza; and Nova Construction 2012. The company making a return to this list, after an absence in 2021, is D&E.

In regards to these 30 companies, we have weighted their annual growth against the annual average growth of the previous three-year period (2019 – 2021). In all the cases, the annual growth has been found to be connected directly to the funds collected from the Treasury. Kastrati shpk seems to have experienced a most unusual growth in 2022. In 2019 – 2021, the company recorded average annual transactions of ALL 1.82 billion, whereas in 2022, it collected 135% more funds than average; more specifically in the amount of ALL 4.3 billion.
In second place in terms of growth during 2022 compared to their annual average of the previous three-year period are Geci shpk, Inforsoft Systems; G.P.G and Ante Group.
