Classified contracts involve the procurement of services or equipment where, due to national security considerations, the state authority refrains from issuing public announcements or publishing related data and contract drafts.
Such contracts, conducted as closed procurements without open competitive bidding and restricted to a predefined group of contractors, can often be associated with challenges to competition and transparency.
The only available information on these contracts is sourced from Treasury Transactions, which provide insights into payments made to beneficiary companies for their services.
The National Agency for Information Society (AKSHI) is one of the authorized entities empowered to execute Classified Contracts in accordance with state security and secrecy requirements.
Between 2019 to December 12, 2024, AKSHI processed 1,122 transactions through the Treasury, amounting to a cumulative total of 6 640 295 292 ALL (approximately 6.64 billion ALL ). Notably, 2022 recorded the highest payments for Classified Contracts, reaching approximately 1.74 billion ALL.
