From January 1 to April 30, 2025, the Council of Ministers paid salaries for temporary contract employees exceeding the number of staff positions approved in the official organizational chart (Treasury expenditure category 6002001[i]), which is twice the amount of the net salaries paid to employees officially approved in the organizational structure (as per the Treasury payment category code 6001001[ii]).
Specifically, Treasury Category 6002001 (temporary employees outside the official structure) amounted to 51,590,960 ALL, whereas the amount for approved staff was 25,161,270 ALL. This disproportion has not been observed in previous years or during non-electoral periods.
During election periods, this indicates not only an artificial expansion of the public administration, but also the presence of a large number of individuals employed on a temporary basis without stable positions. These individuals are vulnerable to losing their jobs or may be subject to pressure to deliver electoral outcomes in favor of the same political officeholders who made their temporary appointments.
The Ministry of Culture (as well as the Ministry of Economy and Innovation) exhibits the same pattern as the Council of Ministers, where salaries for temporary staff exceed more than twice the amount paid to staff approved in the official structure[iii]. The same pattern is also evident in the Ministry of Finance.
