Organization: AIS – Promoter of Open Data Albania
AIS (Albanian Institute of Science), an organization that promotes transparency and open data (Open Data Albania), is seeking to engage an experienced Public Procurement Expert with in-depth knowledge of legislation and practices in this field, to design and deliver a dedicated training program.
Application Criteria
- University degree in Law or Business Law.
- Over 5 years of work experience (previous cooperation with the non-public/NGO sector is preferred).
- Minimum of 3 years of work experience in the field of public procurement.
- Previous experience in similar projects or engagements.
- Excellent skills in drafting analytical documents and preparing training materials in this field.
Purpose of Engagement
The expert will design and deliver a two-day training program for non-public sector beneficiaries, focusing on building capacity for the use of the Electronic Public Procurement System and strengthening transparency in the management of public funds.
Specific Training Objectives
- Providing information on the concept and functioning of the Electronic Public Procurement System.
- Presenting best practices, challenges, and issues in the use of this system.
- Drafting a comparative report between the Albanian legal framework on public procurement and international best practices.
- Conducting training sessions with participants from the non-public sector.
Note: Each objective will be addressed during a five-day working period.
Tasks and Responsibilities
Task 1: Conduct desk research, including a summary of best practices in the use of electronic public procurement systems, their implementation processes, and impact on improving transparency.
Task 2: Draft a training curriculum based on the research findings, aiming to build capacities for system usage (including registration, documentation, and regulations) and promote transparency in public fund usage.
Task 3: Prepare training materials (PowerPoint presentations, evaluation questionnaires, etc.) in cooperation with the project team.
Task 4: Assist in delivering the training and prepare a narrative report on the training’s progress, including follow-up recommendations.
Duration and Payment
- Engagement period: September 10 – December 15, 2025
- Total working days: 20 workdays (5 days per month for each task/delivery)
- Payment: 150 Euros/day (gross, including taxes)
- Payment will be made upon the delivery of each task, along with a signed and approved timesheet.
- There is a possibility of future similar engagements with AIS in ongoing or upcoming projects related to the Public Procurement sector.
Workplace
The expert will work from AIS offices (located near the center of Tirana). Remote work is not available.
Deliverables
- Training Curriculum Development:
- Desk research on the use of the Electronic Public Procurement System
- Drafting the training curriculum based on findings
- Reviewing and finalizing content according to feedback
- Analytical Report:
- Finalizing a report on how electronic procurement systems can improve transparency and effectiveness
- Training Presentation:
- Preparing the complete training presentation, including practical exercises, case studies, and best practices
- Training Delivery:
- Updating materials based on additional comments
- Delivering the training to the designated participants
