AIS (Local NGO), is seeking to collaborate with an Expert with deep knowledge of women’s economic empowerment in new enterprises and small businesses. The purpose of this engagement is to cooperate in designing training activities focused on increasing knowledge and access through Public Procurement and supportive programs for new local enterprises (startups, sectoral grants, support programs for vulnerable groups).
🎯 Objective of the Engagement
The aim of this engagement is to:
- Design a comprehensive training activity for women entrepreneurs who are owners of new, small, or family businesses.
- Identify and engage beneficiary groups — new businesses or those with limited access to information and resources — at the local level (two regions).
- Provide practical knowledge and simplified approaches for women’s participation in public procurement procedures and access to dedicated government funds or programs.
đź“‹ Tasks and Responsibilities
The Expert will be engaged to:
- Conduct a preliminary analysis of the needs of women entrepreneurs and existing barriers to access procurement and public support.
- Identify beneficiary groups through short consultations, local networks, or contacts with partner organizations.
- Design the training event, including objectives, topics, structure, and participatory methodology.
- Prepare simplified materials for non-technical participants (informative manuals, practical guides, presentations).
- Facilitate the activity (1 or 2 days, in Tirana) using interactive methods.
- Prepare a final narrative report including analysis, reflections, and recommendations for next steps in gender empowerment in procurement.
âś… Application Criteria
Candidates should have
- A university degree in Social Sciences, Public Policy, Gender Development, Social Economy, or related fields.
- A minimum of 3 years’ work experience in gender equality and women’s empowerment, preferably in the context of entrepreneurship, employment, or access to public services.
- Proven skills in event facilitation, training program design, or similar work.
- Basic knowledge of issues related to access to public financing, empowerment programs, grants or procurement, with the ability to communicate these clearly and understandably to participants.
🗓️ Duration of Engagement
- Total engagement: 15 working days (preparation, event delivery, and reporting).
- Fee: 150 Euro per working day.
- Implementation period: September – November 2025.
- Payment will be made in two installments after the event completion and report submission.

- The expert’s work will be carried out physically in Tirana (presence required at AIS offices) and trainings will be held in two respective cities.
