The Albanian Center for Economic Research (ACER), in collaboration with AIS / Open Data Albania and with the support of the Westminster Foundation for Democracy (WFD) Albania, organized today a training session for civil society representatives on Preventive Corruption Review, based on the methodology adopted and implemented in the Parliament of Albania.

The Westminster Foundation for Democracy Albania has previously supported the implementation of this methodology in Albania, including the review of several draft laws. The methodology, provided through WFD’s assistance, is now formally incorporated into the procedures for reviewing draft legislation in the Albanian Parliament.

Experts from eight organizations participated in the training, focusing on the legislative process and preventive corruption review of parliamentary draft acts.

The initiative will continue with the capacity-building of civil society organizations through:

  • Training on the Corruption Proofing of Legislation (CPL) methodology;
  • Technical support and mentoring for the preparation of three legal opinions;
  • Analysis of new draft laws scheduled for review and adoption during the current parliamentary session.

These legal opinions will be presented to Members of Parliament, parliamentary committees, and other stakeholders involved in the legislative drafting and approval process.

Participating organizations represent diverse fields of activism and expertise, including Rule of Law, human rights advocacy, and media organizations engaged in quality journalism and fact-checking.

The CPL methodology aims to identify, at the earliest stages of the legislative process, elements in draft laws that could create opportunities for corruption during their implementation or interpretation.

This systematic approach can be applied by Parliament, specialized anti-corruption institutions, or civil society organizations. Implementing CPL contributes to enhancing transparency, accountability, and the overall quality of adopted legislation.
