AIS participated in the National Event organized by UNODC – United Nations Office on Drugs and Crime, in partnership with the Regional Anti-Corruption Initiative and the Minister of State for Public Administration and Anti-Corruption.

The event was held on 31 October 2025.

Three key moments of cross-sectoral engagement in Corruption Risk Assessment and Prevention were part of the event agenda, specifically:

  • Panel 1: From Horizontal to Sectorial Approaches – Corruption Risk Assessment in the Public Sector.
  • Panel 2: From Risk Assessment to Corruption Prevention – Strengthening Integrity in Public Procurement.
  • Panel 3: International Perspectives and Civil Society Insights on Corruption Risk Assessment.

Aranita Brahaj, Founder of AIS, promoter of Open Data Albania, and anti-corruption expert, was one of the speakers in the panel discussing the role and contribution of civil society in this action. The panel discussed the implementation of programs for corruption risk assessment in Albania, showcasing best practices, confronting challenges, and fostering meaningful collaboration with public institutions.

During this conference, the AIS / Open Data Albania representative presented to participants two concrete and impactful models for preventing and reducing corruption in the Public Procurement Sector. These models are consolidated by the organization at the national level and in partnership with GTI and a consortium of several organizations in European Union countries.

Specifically:

  • Flagship Model – Open Procurement Albania (National Program)
  • Flagship Model – i-Monitor 2.0 / Open Tender Europe (GTI and Partner Organizations)

AIS presented two well-established models of civil society engagement in assessing the risk of misuse and corruption, which are related to public tenders and procurement.

Open Procurement Albania

This model is implemented in Albania through the Open Procurement Albania platform, which has been operational since 2014 and was created according to the standards and principles of the Open Contracting Partnership.
The platform has created a dashboard for each tender, where every stage of the tendering process is presented transparently.
In addition, the platform uses a risk assessment algorithm in tenders, known as the Red Flag Algorithm (a form of artificial intelligence for assessing tendering risks).
State institutions use this platform for planning audits or as an indication for institutional verifications, while the media use it as a database for investigations and data-driven articles.

Open Tender Europe / iMonitor 2.0

This model represents an advanced approach to analyzing and assessing corruption risks and procurement quality. It uses the Open Tender Europe platform and the iMonitor 2.0 project. Empowering citizens to monitor public contracts and strengthen transparency, accountability, and anti-corruption in Europe.

Project Summary – iMonitor 2.0

The iMonitor 2.0 project empowers citizens to actively participate in the monitoring of public contracts, contributing to:

  • Increasing transparency,
  • Accountability, and
  • Fighting corruption at the local level.

Project Approach:

  • Promotes an innovative model of public contract monitoring,
  • Combines data-driven risk assessment with on-site monitoring by trained citizen monitors,
  • Aims to provide useful information to authorities to assist in detecting and preventing corruption and fraud in public procurement,
  • Strengthens civil society networks to ensure sustainable anti-corruption efforts.

Implementation:
The project is implemented in 7 European countries/regions: Catalonia (Spain); Italy; Romania; Poland; Bulgaria; Albania; France.

Data-driven risk assessment of contracts:
We use the opentender.eu platform (maintained by GTI – Governance Transparency Institute) to assess the integrity of millions of contracts and identify those most prone to corruption and irregularities.
This helps us focus citizen monitoring on contracts where the preventive impact can be greatest.

Capacity Building:

The iMonitor 2.0 training program provides citizen monitors with basic knowledge about:

  • Public procurement,
  • How it can be influenced by corruption, and
  • How to monitor contracts in their communities.
