Albanian Institute of Science (AIS) / Open Data Albania, in partnership with a European team of organizations and institutions working in the field of anti-corruption, is contributing to the assessment of public procurement in Albania according to European Union standards.
OpenTender Europe, one of the best-known platforms in the European Union for evaluating the quality, integrity, and transparency of public procurement, has expanded its data coverage to include Albania.

Currently (2026), all procurement procedures conducted through the national system from 2010 to February 2026 have become part of the transparency framework of OpenTender EU. A total of 423,000 tenders carried out in Albania have been listed and assessed based on transparency, integrity, and quality standards. The evaluation has also been conducted for contracting authorities (procuring institutions) and for each company awarded procurement contracts.
The database now provides visualizations and analyses of public procurement in Albania, including market analysis on the positioning of tenders during the period 2010–2026, sectoral distribution, quality assessments of tenders by specific years and sectors, as well as value-based rankings of corporations and contracting authorities. Each visualization is built on data that can be accessed, downloaded, and reused in accordance with open data standards.

One of the categories focuses on integrity, where several indicators highlight the risk of low integrity in the procurement process. These indicators identify elements related to the contract award process, such as publication periods and deadlines, the number of valid bids submitted, and other related criteria.

OpenTender.eu is a European open-data platform for public procurement that collects, processes, and analyzes information on tenders. The aim of the platform is to increase transparency, improve accountability, encourage citizen engagement in monitoring and reporting, and strengthen integrity in the public sector. The platform is used by public institutions, civil society organizations, journalists, and researchers to monitor public spending and identify corruption risks in procurement processes.

The updating and expansion of the OpenTender Europe platform is one of the commitments of the iMonitor 2.0 project (“Enhancing law enforcement efficiency by bringing together public procurement data analytics and civil Monitors 2.0”). The Albanian Institute of Science (AIS) is the local partner of the consortium implementing this project, as part of a team of organizations and institutions contributing to the evaluation of public procurement in EU member states and countries in the accession process.
Among the consortium participants are the leading organization Government Transparency Institute (GTI) and Italy’s National Anti-Corruption Authority, Autorità Nazionale Anticorruzione (ANAC).
This public procurement platform contains tender data from 38 countries, starting with European Union member states and EU institutions. Work on the development of the OpenTender EU began in 2015 through a group of partners within DIGIWHIST (Digital Whistleblower for Public Procurement), a research project funded by the European Union aimed at increasing transparency and integrity in public procurement across Europe through big data analysis.
At the end of this program and currently in 2026, OpenTender.eu is maintained and further developed within the framework of the iMonitor 2.0 project. Albania is also part of this project through Albanian Institute of Science (AIS). iMonitor 2.0 is implemented by a European consortium of partners working in the field of transparency and public procurement monitoring across Europe.

Albanian Institute of Science (AIS) is part of the consortium implementing the iMonitor 2.0 project and is responsible for all activities in Albania, including updates to OpenTender.eu, training journalists and data users, handling whistleblower reports on procurement risks, and conducting case analysis.
