Unemployment insurance benefits, social assistance and compensation for ex-political prisoners are part of Consolidated Budget under “Other Expenditures” category. Even these categories have a small share to total budget expenditure, about 4% -5%, due to nature of social classes that benefit from these payments the sensitivity is high. The following chart shows the fluctuations of these categories in the Initial Budget, Revised Budget, Normative Act and Actual Budget.

Payments for unemployment had a downward trend in all budget adjustments made, to arrive at a level of 13% contraction by the end of the year. This occurred when the level of the unemployment’s grew by round 14,000 persons from 2008 to 2009. Despite this increase, the number of people who benefits from unemployment insurance fell from 9369 in 9010.

Social assistance at the end of 2009 resulted in 15.7% higher than the forecast made for this category in the Initial Budget. This indicator increased slightly in the Normative Act ended in the end of December reaching the level of 3 billion ALL higher.

Compensation for ex-political prisoners had higher fluctuations comparing to the categories explained below. Payments for these categories increased in the Revised Budget by 58.5% or 1.17 billion ALL. In the Normative Act (NA) these payments maintain the same level, but in Actual Budget this item results in a decrease of 30% compared to the NA, however this level was 10% higher than the initial forecast.
