Tax Revenues is calculated from four most important items such as: Value Added Tax (VAT), Income Tax (IT), Excise Tax and Personal Income Tax (PIT). Since the first months of 2009 the forecasted figures for the first three categories of taxes failure to meet their expectations, which was reflected by their level in the revised budget. They were corrected so, by decreasing respectively 2.8 billion ALL (VAT), 3.2 billion ALL (IT) and by 8 billion All or 17% less (The excise tax).

The only category of the taxes that increased in the Revised Budget was PIT. Since the implementation of new policies regarding this tax, its performance has been satisfactory in the previous two years and this led to higher receipts for the first half  of the year and after that its level increased by 4.6 billion ALL, or 17.4 % at the Revised Budget.

The actual data resulted in a shortfall for all taxes mentioned below. VAT achieved the level of 97.6% or 2 billion ALL less than the level forecasted in the Normative Act (NA). Excise Tax achieved the level of 91.7 or 3 billion ALL less than the level forecasted in the Normative Act (NA).

Despite optimistic forecasts of PIT due to its satisfactory performance in the NA its level was of 5.8% lower or approximately at the initial budget forecasting.  While the Income Tax was the only category of taxes which resulted in a shortfall of 500 million ALL.
