Open Data Albania has conducted a research work on the number of building permits per county in the recent years in Albania, based on data provided from INSTAT (Albanian Institute of Statistics).
A building permit is an authorization to begin working on a construction project. The permit is the final step of the planning and authorization of the project before starting the work.

Since 2005, the number of building permits per county has changed as shown in the following graphs:

As it can be seen from the graphs, in 2010, 1,845 building permits were allocated, 21% more than the previous year. The largest number of permits allocated during 2010 is in the city of Durres (312 building permits). In 2007, only 995 building permits were allocated in the whole country (57% less than in 2006). During the time period considered here, the county in which building permits were allocated the more is Gjirokastra (1,626), followed by Tirana (1,328) and Fier (1,300).

The number of building permits approved during the fourth quarter of 2010 was 1,011, of which 738 permits were approved for residential buildings, and 273 for other types of buildings such as hotels, commercial buildings, etc.. Compared to the fourth quarter of 2009 this indicator has increased by 98.2%.
