From the budget perspective, the Ministry of Defense has been among ministries with more fluctuations in the budget programs to achieve its mission. Most of these changes are associated with restructuring and reforms because of membership in NATO.

In the years 2004 and 2005, 80% of ministry funds were managed by the program “Security Defense”, while other programs such as “Military Education” or “Health services” had a very small weight. The year 2007 brought a fundamental restructuring of the program budget for the ministry. He merged several programs, among them “Security Defense” and were created four new programs.

“Combat Forces” and “Combat Forces Supporting Services” captured the major share in the budget. Meanwhile, “Military Education” and “Health Services” rose by 60% and 150%. Another program, which has absorbed more funds, is “Social Support to Military Forces”.  Expenditures spent in the form of internal transfers, have been generally increasing. In 2009 they were 39% higher than in 2008, while in 2011 are forecasted 52% higher than in 2010.
