Gender relations in the lists of mayors from 2000 to 2015.

Open Data Albania (ODA) has researched the election of mayors in the last four elections. The data were obtained from the electronic newsletters or manuals of the Central Election Commission. This research article contains statistical as well as specific information on the mayoral winners in the local elections of 2000, 2003, 2007 and 2011. In the Republic of Albania there are 65 municipalities on the basis of the territorial administrative division under the relevant law.

Over the years, it can be observed that the number of women elected to run a municipality has been at quite a low level. In the local government elections of 2000 there were five municipalities where women were the mayoral winners. The electoral process of 2000 had the best outcome in terms of this ratio, with a figure of 7.6 per cent. More concretely, in the 2000 local government elections the following were elected: Ms. Luljeta Dollani for the Municipality of Gramsh, Ms. Lindita Çobo for the Municipality of Roskovec, Ms. Mangalina Cana for the Municipality of Pogradec; Ms. Marie Biba for the Municipality of Rrëshen and Ms. Rreshen and Ms. Bukuri Meçe for Municipality of Delvina.

In the 2003 electoral process no woman was elected as a mayor. The sixty-five municipalities in the country were all headed by male mayors for the mandate 2003 – 2007.

In the local government elections of 2007 there was only one female mayor out of 65, Ms. Afërdita Alite in the Municipality of Shijak.

On the other hand, in the current mandate of mayors, there were only three winning female mayors. Specifically, there are Ms. Adelina Farrici, Municipality of Burrel; Ms. Rajmonda Balilaj, Municipality of Patos and Ms. Mimoza Arapi, Municipality of Konispol. Based on gender, women are represented at the level of 4.6 per cent.

In all cases, women who have competed and won a mandate for mayor in the country have been nominated by left-wing parties. The political right-wing, including the Democratic Party, has never had a female mayor in the country (2000 – 2011).

A further characteristic is that female mayors have never been on the list for a second mandate.
