Water supply and sewerage management sector is characterized by a poor management and even its decentralization has not given the expected improvements. Despite that the level of incomes from year to year has been increasing, still state budget subsidy remains a necessity for its operation, while this sector could be profitable itself.

As can be seen from the chart the incomes of the water supply and sewerage sector in 2010 have experienced a high growth, about 50% more than in 2009; but even the level of subsidies in 2010 were 1.8 times higher than a year ago. If we observe the ratio of subsidy / incomes we will notice a reduction from 40% in 2008 to 22% in 2009, while then 2010 is accompanied by a further increase, bringing this ratio to the level of 42%. Analysis of the structure financing of the total costs from incomes and subsidies gives a clear view on the performance of this sector.

Calculation of incomes includes receipts collected for a specific period and also the receipts issued, but still un-cashed. Improving the collection situation has led to an increased cost recovery percentage of total receipts in years. In real terms, in 2010 this item is 10% higher than in 2006. At the other hand the level of subsidies in 2006 have been 38.3%, while in 2010 it reduced at the level of 18.1%, falling nearly 50% in 5 years, but at the same time is noted an increased in the percentage of uncovered costs. This refers to the loss that companies accumulate in their Income Statement.  Thus, reduction of subsidy does not come as a result of improving the sector’s financial position or its performance, but simply because of the decision for subsidizing at the possible minimum level.

Subsidies for operating activities are not the only support that the state budget gives for this sector, because a lot of funds are allocated even for investments on water and sewerage systems, as the depreciation of the latter is a factor that causes high losses. Many investments are undertaken by both internal and foreign funds.

Even from the chart we can notice the growing trend of the total funds from year to year. The largest increase was in 2008, when investments were about 48% higher than a year ago, while in the years 2009 and 2010 the fluctuations have been very small. In these two years changed only the percentage of the foreign and internal financing. The main investment focus has been on the rehabilitation of the water and sewerage systems as well as the construction of pipelines for black water, nevertheless of significant importance is also the installation of water meters.
