Open Data Albania has conducted a research work on the professional profiles of the high State representatives, respectively individuals in the tenure of the Speaker of the Parliament. The research analysis was conducted from April 1991 to November 2011, after the first pluralist elections and fall of the Communist Regime. The data have been researched on the official web sites of the main institutions such as the Parliament, the Council of Ministers and the Presidency.

According to the Open Data Albania research, in the tenure of the Speaker  of the Parliament from April 1991 until November 2011 have been respectively :  Mr. Kastriot Islami with professional profile as Physicant; Mr. Pjetër Arbnori with university degree in Philology; Mr. Skënder Gjinushi with professional profile as Mathematician; Mr. Namik Dokle with university degree in Agrarian Economy and Journalism; Mr.Servet Pëllumbi  with university degree in Philosophy and Mrs. Jozefina Topalli who is currently the Speaker of the Parliament of the Republic of Albania with professional profile as  mathematician.

From April 1991 to November 2011 in the tenure of the Speaker of the Parliament have been in 54, 89% of the time Speakers of the Parliament with professional profile in Exact Sciences; in 25, 71% of the time Speaker of the Parliament with university degree in Philology, in 16, 24% of the time Speaker of the Parliament with university degree in Philosophy, and in 3, 15% of the time Speaker of the Parliament with university degree in Agrarian Economy and Journalism.
