Open Data Albania has conducted a research on 10 municipalities that have received the highest unconditional transfer during 2004-2012.  The following chart gives a clearer picture of the funds attained from the State Budget through years for the municipalities of Berat, Durres, Elbasan, Fier, Korce, Kamza Lushnje, Shkodra, Tirana and Vlora.

Municipality of Tirana is the main beneficiary of the funds of Unconditional Transfers (UT). This municipality has the highest level of UT compared with other municipalities, mainly after 2006, reaching its peak in 2009 and 2012, with nearly 500 million more than the second largest financed municipality of Durres. In the second place of the classification of UT until 2007 was the municipality of Shkoder, which in 2008 replaced by the Municipality of Durres.

The latter is probably the municipality that had the most considerable fluctuations in the level of financing from the state budget. Thus, in 2004, Durres was the least financed municipality compared to the other municipalities taken into consideration in this survey (less than the municipalities of Lushnja, Berat, or Kamza). The year 2006 was a significant year for this municipality, because the level of UT was 3 times higher compared with a year ago. High pace of continued growth during 2007 and 2008 made this municipality the second financed municipality in the country.

Fourth place belongs to the Municipality of Elbasan, which in the years 2005 and 2008 had the highest funding by UT, at the level of 36.22% and 58.38% respectively.  Only in 2008 in the fifth place ranked the municipality of Vlora, because during 2005-2007 this rank belonged to the municipality of Kamza.  However, the municipality of Vlora had higher UT comparing to Kamza’s municipality. The latter remains one of the municipalities with higher level of UT compared to municipalities like Fier, Berat and Lushnje.
