Open Data Albania has conducted a research on domestic debt holders, which are banking institutions, non-banking institutions and individuals. During 2011 it is noted the upward trend of the shares of non-bank institutions and particularly of individuals.

During 2011, the whole banking sector occupies the major part in the domestic public debt, more concretely at the level of 83.35%. Raiffeisen Bank remains the bank that has the highest participation in auctions of government securities held in years reaching the level of 33.70%, compared to all other participating institutions, followed by all other banks altogether which reaching the level of 35.35%.

Even the Bank of Albania occupies a leading role in this classification, at the level of 14.30%, followed by individuals which level is 12.92% and other financial institutions (non-banking institutions) at about 3.73%

Regarding domestic debt it is noted the tendency of increasing the emission of long-term securities by the government, but over the participants in the government auctions are oriented more toward securities with short maturities up to one year.
