Public debt that is issued within the country and held by nonresidents is called foreign debt and it is denominated in foreign currency. Foreign debt consists mainly of debt obtain through bilateral or multilateral financing with international financial institutions like the European Bank for Reconstruction and Development, World Bank, European Investment Bank, Bank of the Council of Europe Development Bank and Islamic Development German Government, the Italian Government, Austrian Government, etc..

Open Data Albania has conducted a research on foreign debt holders. From the analysis it is noted that the euro is the main currency in which the Albanian government currently receives foreign debt by about 59% of total foreign debt stock. Foreign Public Debt Stock at the end of 2011 is about 334 million Albanian Lek or 25.39% of Gross Domestic Production.

As it is noted the World Bank is the main financing institution of the Albanian government with about 800 million euros, which are used to finance priority projects of infrastructure and social development.

Private creditors are positioned at the second place with around 721 million euros, including all banks or other financial institutions with which the albanian Government has signed private finance deals. Even buyers of Eurobonds’s occupied an important place among the holders of foreign debt, with about 298 million euros
