Open Date Albania is exploring the weight that the public and private sectors have in employment and also the income from employment that relevant sectors generate, period from 2009 to 2013. Annual average of employees in total for the two sectors is 932,815 people. By sector, 165,210 is the average annual number of employees in the public sector and 768,490 employees in the private sector.

The largest weight of the total is made by the private sector employees, sector which has increased the number of employees year after year. In 2013 the number of employees in the private sector marks 83% of total employees. The weight occupied by the public sector is falling, and in the last year it was 17% of employment.

But to assess the role of employment to each sector?s income declared by the employment, the share occupied by personal income tax on the salaries of public sector versus private sector has been analysed. The private sector holds 83% of the total employees versus 17% that belong to the public sector in 2013.

The report is oblique with regard to its weight of the personal Income tax in each sector. Namely, the public sector generates 51.9% of the total personal income tax from wages versus 48.1% in the private sector. To put it in simple words, the number of persons working in the public sector is about four times lower than in the private sector, but wages declared by each sector have approximate values. This indicates lower payments or tax evasion in the private sector.

Taking PIT income from wages and number of employees for each sector we calculated an index of PIT average annual pay for employees in the public and private sectors. It is evident that greater fiscal burden have employees in the public sector, who pay about 5 times more than workers in the private sector. This element refers the generation of low income declared in the private sector versus the public one.
