Open Data Albania through section Election Expenses 2013, is visualizing for information on funding, expenses and donations or debts of the Campaign for Assembly Election 2013. Transparency in Election Financing is regulated by legal provisions in the Election Code specifically in Chapter II, Articles 87-92.

  1. In the election campaign May 24 to June 23, election were attended by 68 parties and individual subjects. Until January, specifically seven months after the campaign, in the official web of the Election Central Commission only 52 audit reports were published. The obligation of ECC to publish audit reports for all entities is based on Article 91, paragraph 4, of the Code.
  2. Audited entities have stated that they have collected a total fund of 241,211,140 all (approximately 2.34 million dollars) to make available for electoral activities.
  3. On the other hand, parties have spent more than the fund that they have acquired. Subjects declare that they have completed the accounting process for campaign expenses with excesses and electoral debt to the extent of 34.56% of total expenditure. Electoral expenses are stated at the value of 38,011,328 all (approximately USD 3,659 million).
  4. The party with the highest level of electoral expenditure is the Democratic Party with 39.18% of the total, followed by the Socialist Party with 33.2% of total expenditure.
  5. 50% of the provided election fund consists on money donated by donors. It is the first time in the country that the item “donations” emerges as the first financial resource with the greater value. 27.59% of total expenditures are funds received from the state budget. 15.3% of the funds are collected from fees and statutory party sources. Even in this campaign, political parties as LSI and PDIU have benefited from free television ads in exchange for tax liabilities deduction for the media subject to the state cashbox. The weight of this source of funds is 6.8% of the total.
  6. Specifically 52 audit reports political parties were compiled from only 9 accounting expert auditors. Each expert had to audit 5 or 6 parties marking an inefficient concentration of the audit process in a narrow circle of experts. This is due to legal irregularities found in the draw where the selection criterion was not fulfilled, according to the criterion there had to be at least 20 legal experts participating in the draw, for more details see: Election Central Commission violates the Election Code.
  7. The list of Donors of Political Parties  consists of 125 names of individuals who have donated values greater than 100 thousand all. In total, parties have collected donations of 121,130,076 ALL (approximately 1,187,549 $). The Democratic Party has secured 52.29% of the total private giving campaign followed by the Socialist Party which, although was the winning party of the election process, it has only provided 37.4% of the total electoral donations.
  8. Some of audit reports published on the ECC web are not complete. As a concrete example is the case of audit for the Democratic Party where the name lists of donors were lacking, list, available to the public only after the requirements in respect of the right to information.
  9. Among the three last election campaigns, the one that has cost more is the campaign for the Assembly elections held in 2013.
