Open Data Albania is investigating the income and expenditure for social insurance scheme and the difference covered by the state budget. Contribution scheme is administered by the Social Insurance Institute (SII) and has five insurance branches: disease, maternity, pension, accidents and occupational diseases, and unemployment. Social insurance scheme is compulsory for all employed individuals, but other individuals can be part of it through voluntary insurance scheme.

The incomes from social security contributions come from payments performed by employees, employers, self-employed, and unemployed persons. Contribution rate for social security is 24.5%, of which 15% is paid by the employer and 9.5% paid by the employee.

Incomes from Social Security show an increasing trend from 1993 until 2013. Also, the expense incurred in favor of the beneficiaries of social security schemes have a tendency to increase year after year.

What seems interesting is the increase in percentage of the income and social security expenses from the previous year. In the past ten years, we observe constant ups and downs of income from social security contributions, which is explained by the changes that has undergone the contribution rate over these years.

The year with the largest growth is the 2004 while 2012 shows the smallest increase over the years by 1.5%. A less volatile situation is presented by the expenses, where from 2003 to 2006 we have a growth rate of 10%. The year 2007 represents the year with the largest increase of expenses by 13%.

From 1993 and until the end of 2013, social security expenses have been higher than the incomes from these contributions. This difference between them is covered by the state budget. Year 2004 is the year with less funding from the budget specifically with 31.5% of spending. Since this year the gap between spending and revenue has deepened, reaching 47% in 2013.

For 2013, the growth rate of expenses for social insurance was twice the pace of income growth. This difference was reflected in the difference between the revenue collected and expenses. Income from Social Security totaled 51,063 billion ALL, while spending 95.598 billion ALL. Coverage from the state budget amounted to 47% of the expenses incurred, with a value of 44,535 billion.
