Incomes from health insurance represent a growing trend from 1995 to 2013. The exception is 2011 where revenues went down compared with a year ago.

Health insurance’s expenses are partially covered with the revenues collected from contributors and the rest from the state budget. In 1995, the entire scheme was covered 100% from the revenues collected; moreover, these incomes exceeded expenses. But starting in 1996 and until 2013 this scheme was covered by the state budget. Until 2008 the scheme covered up to 55% of the state budget. But, starting in 2009 this ratio grew even more, reaching up to 77% of spending.

In 2013 the pace of revenue growth was 3 times greater than the growth rate of expenditure, but despite this, funding from the state budget was 75% of the total. Income from health insurance were 7.410 billion ALL, while expenditure 30.147 billion ALL.
