Open Data Albania is exploring regarding the actual budget spent on Institutions of Public Higher Education in the Republic of Albania in 2012-2013 time frame. It includes seventeen universities and academies, the budget of which coincides with the value of transactions made by each institution for expenses associated with salaries, services, utility expenses, equipment, estimates for gold medals, royalties etc..

During 2012 the actual total budget for all institutions of higher education was 6.7 billion, while in 2013 this budget was 7.5 billion, or about 12% more than in 2013. During 2012 and 2013, the University of Tirana was the university that spent more from the total costs for the public higher education system.

During 2013 the largest share of budget expenditures of the university education system is carried from the University of Tirana with 25% of the total. A significant part of the actual budget is also occupied from the Polytechnic University of Tirana with 11% of the total, Agricultural University and the “Aleksander Xhuvani” University Elbasan, with 9% of the total each, and “Luigj Gurakuqi” Shkoder with 7% to total .

The Albanological Studies Center established within the restructuring of the Albanian university and academic system by the Decision of the Council of Ministers as the union of four scientific institutions Institute of Archaeology; Languages and Literature; History and Popular Culture, has also been taken into analysis. The institution has the status of an inter-university center already accredited by the national accreditation authorities.

The Medical University of Tirana is an Institution of Higher Education that has been a part of the faculties of the University of Tirana, and today operates as a separate university.

The budget of these institutions has changed from year to year. The biggest change has been experienced from the “Aleksander Moisiu” University, Durres, whose budget has increased in 2013 with 324,428,114 ALL compared to 2012. Likewise, the University of Elbasan has marked an increase of 173,930,365 ALL in 2013 versus 2012.

The budget of the University of Tirana on the other hand, has undergone the biggest change in the opposite direction, having a reduction of 126,833,453 all in 2013.

Other institutions whose budget has been decreased are also The Agricultural University, Defence Academy “Spiro Moisiu “, Albanological Studies Center, University of Sport, University of Medicine and University of Arts. In total the budget of public higher education institutions in 2013 has increased with 185,940,131 Lek compared to 2012.
