The education budget per capita in the years 2003-2014

To assess the importance given to education over the years, Open Data Albania has taken into consideration the financing of this priority sector by the State Budget, per capita. This indicator allows to identify how much is spent for education for every citizen of our country.

As can be seen from the graph, the funding of education per capita has been generally increasing. The indicator has gone from 7,368ALL in 2003, in 13,321 ALL in 2009 and nearly doubled in 2014, with 14,474 ALL. The highest education growth per capita has been in 2007-2008, respectively, 20% and 16.16%, while in other years the growth rates have been lower. The only year that has seen a decrease of the education funding per capita (-2%) was 2010, which came mainly as a result of the shrinking education budget of this year compared with year 2009.

The performance of this indicator has been affected in parallel from the budget for education and population. The following graph shows the performance of the three parameters in the years 2003-2014.

The interaction of the two parameters has impacted positively on the education budget per capita, however, education funding from the state budget has been the main influence on it, which is evident even from the graph.

In the years 2003-2009, the continuous increase in education budget and the shrinking of the population, has made education budget per capita growth rates to be higher. In 2010, the decrease of the education budget has been higher than the decrease of the population, a fact that is reflected in the negative performance of the education budget per capita. While in the years 2012-2013, the decrease of the education budget is offset by the contraction of the population, making the education budget per capita to have a positive growth.

The year 2014 is expected to break the trend of the past two years, bringing back the significantly increase of the education budget per capita, influenced by the education budget increased by 4.55% compared with the revised 2013 budget, and also from the assumption for population contraction by 1%. However, we should wait at least until the end of the first 6-month period, to understand if there will be a review of the budget for this year, which may be reflected in the reduction of education funding, and consequently the education budget per capita.
