Open Data Albania is exploring on the study fees for the first and the second cycle study at the University of Tirana. The university is composed of six faculties, such as Faculty of History and Philology, Faculty of Natural Sciences, Faculty of Foreign Languages, Faculty of Social Sciences, Faculty of Economics and Faculty of Law. Fees for the first cycle of studies belong to students entering the first year of study.

The data obtained are from the academic year 2012/2013 and the academic year 2013/2014. According to the Higher Education Law 9741, dated 05.21.2007, tuition fees for the first cycle and the second cycle of full time study are decided by the Council the Ministers based on the proposal of the Ministry of Education and Science. The latter also takes the opinion of the Conference of Rectors and the Council for Higher Education and Science.

Programs of the first cycle of studies are realized with 180 European credits and their duration is three academic years. At the end of the first cycle study program, students obtain a “Bachelor” university degree in the field of the education received. Annual tuition fees in the first cycle of full time study vary according to the Faculties of the University of Tirana.

The Faculties with highest annual fees are the Faculty of Social Sciences and the Faculty of Law. For the current year these fees are 35.883 ALL / year. Then come: the Faculty of Economics with 29.888 ALL / year, the Faculty of History and Philology with 23.915 ALL / year and finally ranked the Faculty of Natural Sciences and Foreign Languages with 17.241 ALL per year. Second cycle studies are organized in professional master’s programs, master of science, or the fine arts and integrated programs. The latter are specific to the Medical University and the Polytechnic University.

“Professional Mater” Study programs are realized with 60-90 credits and their normal duration is 1.5 (one year and six months) academic year and at the end of these study program a university degree “Professional Master” is issued in the field of the education and professional training received. The Faculties with the higher fees for professional master’s program are the Faculty of Economics and the Faculty of Social Sciences, when in the current academic year, the total fee is 93.600 ALL. The exception in the master branches of the Faculty of Social Sciences, is the Master in Professional Orientation, where the tuition fee is 74.880 ALL.

Next ranked is the Faculty of Natural Sciences with a fee of 84.300 ALL. Last ranked is the Faculty of History and Philology and the Faculty of Law where fees are 74.880 ALL. The Faculty of Foreign Languages does not offers professional master studies. Compared to the last academic year, fees have increased by 4 %. Study programs for “Master of Science” or “Master of Fine Arts” comprise 120 credits and their normal duration is two academic years. At the end of the second cycle study programs a university degree of “Master of Science” or “Master of Fine Arts” is issued in the field of education received. The Faculty with the higher fees for science master’s program is the Faculty of Economics, where this fee is 181.709 ALL for the full cycle of master. Shortly after comes the Faculty of Social Sciences where the fee is 162.240 ALL. The third ranked is the Faculty of Natural Sciences, where fees for 14 of the 16 master’s branches it offers is 149.261 ALL.

Exceptions are two branches of this faculty, such as mathematics and physics, where the Master of Science in these two profiles has a fee of 110.323 ALL. Last ranked is the Faculty of Law, Foreign Language and History and Philology, where the fee is 129,792 ALL. At the latter, two branches of study make a difference, such as Cultural Heritage and Archaeology, where the fee on these branches is 194.688 ALL. Compared to the last academic year, fees increased again by 4 %. These fees are paid to the respective faculties divided into installments.

To complete the full cycle of first-level studies, if a student would have to pay today, he has to pay 107.649 ALL in the Faculty of Social Sciences and Law, 89.664 ALL in the Faculty of Economics, 71.745 ALL  in the Faculty of History and Philology and 53.790 ALL in the Faculty of Natural Sciences and Foreign Languages. If the first level studies was followed by a professional master, the Faculty of Social Sciences is ranked first for the highest cost of 201,249 ALL. And if the first level studies was followed by a Master of Science, the Faculty of Economics is ranked first for the highest cost of 271,373 ALL.

But, at the University of Tirana part-time studies are also offered. These studies are offered for the first cycle of studies and to the second cycle only in professional master. The Faculty of Foreign Languages is the only one that does not offer part-time studies for any cycle of studies. On the first level of studies fees are differentiated not only based on the faculty, but also on whether the student is attending university for the first time or for the second time.

For the last academic year the highest fees for the first level of study, as the first faculty, belong to the Faculty of Natural Sciences, with a fee of 59.520 ALL / year. At the same time, this faculty had the lowest fee for first cycle of study, but as the second faculty, with a fee of 84.360 ALL / year. (Joint Order No.474 dated 08.10.2012).

Regarding the second level of studies in professional master, the fees are unified among the faculties of the University of Tirana. For the past academic year these fees were 63.180 ALL and in the current year they have increased by 10% reaching up to 74.880 ALL. (DCM Nr.646 dated 19/09/2012 and DCM Nr.743 dated 05/09/2013)
