Compared with four years ago, building permits for new buildings decreased by 76%. So, if in 2009 1,522 permits for new construction were issued, in 2013 only 360 were issued.

If analysis focuses on the surfaces for new buildings by region for 2013, the district with the highest weight is Tirana with an area of 605,990 square meters or 67% of the total in the entire country. In total in 2013 were given permissions to build 906,643 square meters of new buildings approved by local authorities.

It is interesting to investigate the average surface for building permits for each year. So, although there is a large number of buildings permits in 2011, this year has a smaller area per building permit versus two years that follow. Subsequent years have a smaller number of building permits but the surfaces are much bigger, which indicates an important criterion for the type of construction.

So 2012 is a year of negative indicator terms of total permits for new constructions or total area for new constructions. But if you calculate the average area for each permit it turns out to be four thousand three hundred square meters, concretely two times higher than the average of 2011 and 50% higher than the buildings approved in 2013.
