Open Data Albania is exploring on the number of employees and personnel expenses of the Bank of Albania in the years 2000-2013. Personnel expenses include staff salaries, social security contributions, pension plan contributions and other expenses. Bank of Albania is managed and administered by the Governor, the First Deputy and the Second Deputy. Staff members of the Bank of Albania are appointed and removed by the Governor, except those appointed by the Supervisory Board. Staff members are appointed and stimulated according to the principles of professional qualification, publicity, transparency, equality and non-discrimination of parties. The Bank has its own autonomy in determining expenditure and the structure of personnel marking a unique institution in the context of the totality of the State institutions.

The number of employees of the Bank of Albania has been changed over the years. In 2000, 334 employees were working in this bank, with an increase of 23% compared with a year ago. In 2002 there was a reduction of 245 employees. After this year, and by 2005, we had an increase in the number of employees of the Bank of Albania. The number of employees of the Bank of Albania for 2013 was 504.

In 2013 expenditure on staff have increased continuously, despite ups and downs in the number of employees. The year with the largest increase was 2001, when compared with a year earlier, personnel expenses increased by 38%. While the year with the lowest growth was last year, when compared with a year earlier personnel expenses increased by only 2.5%. Personnel expenses for 2013 were 12.1 billion ALL.

Taking into consideration Personnel expenses of the Bank of Albania and the number of its employees we have calculated an index of average annual costs per employee of the Bank of Albania. This indicator in 2000 was 538,922 ALL / year or 44,910 ALL / month, continuing the growth until 2005. Starting from 2006 to 2009 this ratio has increased continously. In 2010 there was a 1.5% decrease in this ratio, to continue with the subsequent increase from 2011 until last year. In 2013 this ratio was 2,214,286 ALL / year or 184,524 ALL / month on average for employee.
