Open Data Albania is exploring related to International Nonprofit Organizations operating in the Republic of Albania from 2005 to 2013. A Non-Profit Organization, according to the Law No. 8788, dated 7.5.2001 is a juridical person, foundation or center, which doesn?t aim to ensure profit and operates as independent from the state or political party influences and engages primarily in activities that contribute to the public good. The survey data used were obtained from the National Registry of Enterprises, the part where there can be processed data on registered entities and entities that declare actions under the TIN fiscal number. Nonprofit organizations acquire legal personality after being established and registered in court, in accordance with the conditions and procedures prescribed by law.

The District Court of Tirana has a legal obligation to keep a National Register for this group of subjects. Until now, this institution has not applied database or statistics with public indication for organizations established and registered. In this article of ODA there are indications only for that part of organizations that after founding have also exerted activity for tax declarations, specifically, organizations with active TIN. The number could be higher with other organizations acting as voluntary unions established and registered in court, but have not made  declarations to the tax authorities.

In 2013, 8% of total operating entities in the Republic of Albania are local and international nonprofit organizations. The number of these organizations has been increasing since 2005, from seven hundred and ninety-four nonprofit active organizations this year, in two thousand one hundred and ten organizations in 2013. During the past nine years the number of active non-profit organizations has increased by 266 %. Although they constitute 8% of the total registered TIN, for these entities created by special legal basis, fiscal authorities don?t have bylaws and working practices that specifically regulate their activity for more clear and correct fiscal statements.

The average annual number of new organizations that register is one hundred and seventy. In the 2006-2013 time frame the year with the highest number of organizations established is year 2013 with respectively 254 new nonprofit organizations. Although the period 2006-2007 had a significantly lower number of creating Nonprofit organizations, this number never dropped below one hundred organizations created each year. Interestingly, the most prominent values of organizations established are noticed in election years like 2009; 2011 and 2013’s.

Female Leadership in the direction of non-governmental organizations has increased but not yet achieved the 30% ratio. In the last two years, 2012 and 2013, women have run active Nonprofit organizations, respectively five hundred and forty-four and six hundred twenty-five.

At the same time local and international nonprofit organizations registered in Albania are subject to inspections by the General Directorate for the Prevention of Money Laundering as well as subjects to inspections in order to prevent the financing and support of terrorist activity. General Directorate for Prevention of Money Laundering reported two cases of signaling and controlling suspicious financial activity in 2011 and five in 2012.
