Open Data Albania has taken into consideration the cost of debt per capita in the years 2010-2015, which expresses the amount of interest paid by the Government Budget for the outstanding loan value in relation to the population in a given year.

In the first part of the time period taken into consideration, the years 2010-2012, there was a slight fluctuation of the indicator in the levels 14,254 ALL – 14,299 ALL, while year 2013, referring to actual expenditure data, resulted in a more significant increase of the cost debt per capita. At the end of 2013, it marked a value of 14,950 ALL, 651 ALL more than in 2012. However, this level was lower than the forecast made at the beginning of the year, which estimated that the index would reach the value of 15,455 ALL.

Year 2014, based on data Revised Budget, which led to a contraction of interest expenses from 46.4 billion ALL that was the value in the initial budget to 42.7 billion ALL, is expected to be reflected in a decrease of the cost of debt per capita. From 14,950 ALL in 2013, it is supposed to reach the value of 14,745 ALL or 1.37% less.

The situation differs substantially in 2015. Interests planned for this year are 51.5 billion ALL, 8.8 billion more than in 2014, due to the high growth of the stock of debt a year ago. This is also reflected in the cost of debt per capita, which reaches the value of 17,783 ALL, marking the highest level since 2010. Thus, an average family with four members, during year 2014, has contributed with 57,900 ALL to the government budget specifically for the payment of the amount of debt interest, in 2015, it will have to contribute with 71,132 ALL, or 13,232 ALL more than in 2014.

It should be noted that the calculation of this indicator is affected also from the trend of the population, however, as seen from the graph below, the behavior of the cost of debt per capita is affected more by interest paid from the budget than by the population.
