Economic damage in Durrës Municipality during 2008-2013 according to the Supreme State Control auditing

Open Data Albania has considered the economic damage caused by those municipalities whose mayors were reconfirmed for a new term in 2015 local government elections. The economic damage is an indicator that was taken out of audit reports released by the Supreme State Control during 2008 ? 2014 period. Durrës Municipality headed by its reelected major Mr. Vangjush Dako is audited five times by the Supreme State Control and an economic damage of ALL 198.7 million is reported. This economic damage climaxed during 2010 and 2013.

The lowest level of economic damage amounting to ALL 2.88 million, entirely in the  procurement sector was observed in 2008, which coincides with the first year of the relected major term. Auditing carried out in 2010 found out an economic damage of ALL 58.66 million which is about 20 times higher than in 2008. The highest damages were found out in the taxation-tax sector, as a result of non-payment of tax liabilities in the amount of ALL 49.5 million. In 2011, a decrease of reported damage is observed due to the fact that only one accounting year instead of two accounting yours were audited. During this year, the damage was caused mainly in the procurement sector amounting to ALL 22 million and a damage of ALL 3.2 million was caused in the issuing of rewards process.

In 2013 damages were again increased amounting to ALL 58.6 million, almost totally in procurement sector. As the result of this auditing, 11 people were denounced according to charges for abuse of power and violation of the inequality of participation in tenders.

Auditing carried out in 2015 found out a damage of ALL 52.3 million, 45.5% of which, or ALL 23.8 million were in the procurement sector, 26% or ALL 13.75 million in the field of sale and lease of public property as a result of lease non-payment for premises occupied by others and a damage of ALL 13.6 million was identified due to lack of bookkeeping of creditors liabilities in the annual balance sheet.

What is striking is a tendency for high levels of damage in the procurement sector, especially in the years 2011, 2013 and 2015.
