The economic damage in the municipality of Elbasan during 2008-2014 according to the Supreme State Control auditing

Open Data Albania has considered the economic damage caused by the municipalities whose mayors were reconfirmed for a new term in 2015 local government elections. The economic damage is an indicator that was taken out of audit reports released by the Supreme State Control. Elbasan Municipality headed by the re-elected major Mr. Qazim Sejdini was audited five times during 2008-2015 period and according to reports its total damages amounted to ALL 49.6 million.

In 2011, a damage of ALL 4.1 million was reported where a damage of ALL 2 million regarded the city planning sector and ALL 1.33 million procurement sector. According to auditing conclusions of 2012, Elbasan Municipality was one of the institutions with the least economic damage amounting to ALL 945 thousand. Out of this amount, 10% of damages were caused during the first year of the major?s term (2008) and 3% of damages were caused in 2014, a year prior to new elections.

In 2014, the economic damage was ALL 30.8 million, considerably higher than in any other previous year. These damages regarded almost entirely the procurement sector. The damage in procurement sector was mainly caused from a private entity due to delays in the workings for the implementation of the project “Reconstruction and paving of Krasta e Madhe road – First phase”. This damage amounted to ALL 21.39 million. Another damage amounting to ALL 4.7 million was caused from the company which dealt with urban waste transport due to the manipulation of the figures for the removal of waste in 2012, 2013.
