Open Data Albania has carried out researches on the economic damage caused by the municipalities the mayors of which were reconfirmed for a new term in 2015 local government elections. The economic damage is an indicator that was taken out of audit reports of the Supreme State Control. Kamëz Municipality headed by the re-elected major, Mr.Xhelal Mziu was audited fourtimes by SSC during the period under consideration and a total damage of around ALL 61.97 due to law infringements was reported.

In 2008, the economic damagesrunning at ALL 42.4 millionreached their climax, whilefigures of irregularities foundout in the ensuing years are much more modest. In 2008, most of the damages were triggered in the sector of procurement, with ALL 21.3 million of damages due to violation of public procurement procedures. These damages were mainly caused  as the result of non-payment of tax liabilities in the amount of ALL 14 million and irregularities in salary and bonuses amounting to ALL 6.87 million.

In 2010 the total damages declined drasticallyby about 15 times lower than in 2008. ALL 2.78 million of identified damages mostly pertained to procurement sector with ALL 2.56 million and the rest to taxations- taxes. In 2011, the value of total damage was even lower, ALL 1.73 million and entirely in the procurement sector.

We have quit a different landscape in 2013. Economic damages amounted to ALL 15 million, which means about 8.7 times more than in 2011. Much of the damage amounting to ALL 6.4 million regards the city planning sectorand they were caused by a private company, which failed to paythe complete infrastructure impact tax. In the area of wages and bonuses the total damage is ALL 4.87 million, caused by the payment of overtime hours and payments for training abroad. The rest of the damage regards procurement sector by ALL 2.57 million due to various violations such as payment for outstanding work, payments made twice on the same object, etc.

In 2008,damages caused by the the procurement sector maintained the highest levels compared with all other years.
