Open Data Albania has considered the economic damage caused to the Public Procurement sector in 2013-2014. The economic damage is an indication identified during audit processes of the Supreme State Control, as a result of abuses in calculating the value of the contract, the acceptance of bids, review of the bids in competition, etc.


Data on economic damages for the years 2008-2013 were obtained from the Annual Report of SSC for each respective year.
The data on economic damage for 2014 are taken from the summarized Bulletin of SSC published in 2015

During 2013-2014 as well, procurement continue to be one of the sectors with a high economic damage, after the sales and lease of public property sector and customs. An audit in 2013, highlighted ALL 354 million of damage in procurement sector, 90 million less than in 2012.

The institutions with the highest rates of damage are Tirana University with  a damage of ALL 82.9 million, the Municipality of Durres with  ALL 57.2 million, Municipality of Kavaja with ALL 20.9 million, the Municipality of Tirana with ALL 19.1 million, “Bypass Durres”  project with ALL 18.96 million and Gjinar,  Elbasan communes with ALL 11.8 million.

During 2014, damages in the sector of procurement almost doubled. ALL 678 million were estimated as legitimacy infringements with financial implications. Damages in “The project of Levan-Tepelene road” with ALL 104.7 million, Golem and Kavaja communes with ALL 78.8 million, Municipality of Vlora with ALL 71.9 million are the most evident damages. This project and these two institutions have caused 30% of all damage in procurements.

In 2014, the high level of damage is more evident in local government. It?s worth mentioning,  Tropoja village commune with ALL 20 million of damages, Shënkoll, Lezha Commune with ALL 14.4 million, Rremas, Lushnje  Commune with ALL 14.83 million, Voskopoja, Korce commune with ALL 14.88 million or even municipalities such as Elbasan with ALL 29.9 million and Prrenjas  with ALL 19.5 million.

Compared with the total damage that was found, damages in the sector of procurement  suffered a decline in 2013, occupying 2.35% of the total damage, but in 2014 the growth rate of the total damage was 6% .
