Education is almost always considered as a priority sector by each draft budget. Open Data Albania has considered the actual expenditures performance of the Ministry of Education and Sports (MES) in 2014. In the initial budget, ALL 40.1 billion were predicted for the Ministry of Education and Sports, ranking MES the second with the highest funds after the Ministry of Social Welfare and Youth. In relation to GDP, its weight was 2.875%, just 0.039% more than in 2013.

In September 2014, funding for the Ministry of Education and Sports was increased by ALL 175 million. Specifically, funding for ?General Secondary Education ?program increased by ALL 400 million and funds for ?Vocational Education””, considered as a priority for the 2014 budget, and “Higher Education” were decreased by ALL 110 million.

In late 2014, in its Monitoring Report, MES states that its actual expenditures amounted to ALL 40.84 billion. This rate is 101.84% of the funding provided for by this ministry in the Initial Budget 2014. “Planning, management and administration” program with 88.46% of the funds and “Secondary vocational education” with 90.93% have the lowest rates of performance compared with the initial plan, or ALL 225 million less.

The lowest level of performance in “Secondary Vocational Education” concerns public expenditure, with 84% of the approved plan, caused mainly by failure to realize projects such as: “The reconstruction of vocational schools” project for which out of ALL 83.5 million of the foreseen funds, ALL 22.5 million or 27% were used and “Equipment purchases to strengthen the teaching basis” project for which 23% or ALL 139 million less of funds were used.

“General Secondary Education” and “Basic education? have a realization of respectively 102.5% and 100.7% compared with the Initial Budget 2014. The program that has experienced the biggest change has been “Development of Sports”, for which from ALL 168 million in the initial plan, ALL 808 million, 4.8 times more are actually spent. This increase is due to the financing of the project on “Reconstruction of Olympic Park of Tirana and Stadium of Elbasan”, for which a total of ALL 600 million were spent.

The Ministry of Education and Sports was also supported at the end of the year for the use of Letters of Credit with the intention to realize public investments. The fund amounted to ALL 615 million, as 17.8% of capital expenditure in the Initial Budget 2014. The amount of ALL 200 million was allocated for 3 main projects: “Reconstruction of Olympic Park and Elbasan Stadium?,  “Purchase of devices and tablets for e-Learning platform” of ALL 395.1 million and” Institutional Equipment for inter university center for telematic service ” of ALL 20 million.
