Open Data Albania is investigating the level of unconditional and specific transfers to local government units for 2016. The unconditional transfer aims to supplement to local government units the difference between the needs for expenditures and revenues they are generating.

In 2016, the unconditional transfer amounted to ALL 11.8 billion, from which 96.3% was allocated to municipalities and 3.7% to counties. In addition, the approved budget for 2016 provides for a contingency fund of ALL 0.1 billion, a fund for the dormitories and social service centers of ALL 0.57 billion and a fund for rural roads of ALL 0.5 billion.

Unconditional transfer is divided based on three elements of the local government unit: the number of population, population density and the number of students in public 9-year schools and high schools in the territory of that municipality.

Tirana Municipality has received the largest share of the unconditional grant by about 13.44% of the total followed by Durres Municipality with 5.03%, Shkodra with 4.31%,  Elbasan with 4.3%, Vlora with 3.37% and Kamza with 29.3%. All other municipalities have received less than 3% of total unconditional transfer. Libohova municipality has received unconditional transfer at the lowest level, with only 0.31% of the total.

Transfers for specific functions were allocated to local government units to finance some functions such as: pre-university dormitories; social service centers; fire protection and rescue service; rural roads; forest management; irrigation and drainage; teaching and non-teaching staff in preschool education and non-teaching staff in pre- university education.

The total of specific transfers for 2016 run at ALL 6.5 billion. The largest part of this transfer is got from transfers for the staff in preschool education, which is about 60% or the total of the specific transfer. While social protection and investment fund occupies a small part of this transfer by respectively 1% and 0.76%.

Even in the case of specific transfer, Tirana municipality got the largest share, about 13% of the total. Municipalities of Shkodra, Durres, Elbasan, Vlore, Fier and Korça got also a considerable part of this transfer by 4 to 5.3% of the total each. While as for municipalities of Pustec, Libohova, Dropull, Konispol a very small share of specific transfer, at a rate of under 0.3% was allocated.

In conclusion, an amount of ALL 2.4 billion in unconditional and specific transfers will be allocated to Tirana Municipality followed by Durres Municipality with ALL 0.85 billion, Elbasan with ALL 0.83 billion and Shkodra with ALL 0.79 billion.
