The two authorities involved are: the\u00a0<a href=\"http:\/\/openprocurement.al\/sq\/albaniandf\/list\/keyword\/Programi%20i%20Rindertimit?\">Albanian Development Fund (ADF)\u00a0<\/a>and the\u00a0<a href=\"http:\/\/openprocurement.al\/sq\/tender\/list\/keyword\/Programi%20i%20Rindertimit?\">municipality of Tirana\u00a0<\/a>. The tender procedure applied is a limited (not open) one, while the deadline for expression of interest in each case is no more than 10 days. The procedure and deadline are set by a normative act of December 2019, avoiding the application of the ordinary legislation on public procurement. The limited procedure permits the authorities to know the bidders in advance (through the selection phase).
