The data were extracted from the Plans approved by the Law on the 2023 Budget (Law No. 84\/2022).<\/p>\n\n\n\n<p>For 2023, the planned expenditures amount to 698 billion Lek. The largest portion of expenditures is composed by the function of Social Protection, totaling 28.4% of the total annual expenditures planned. The portion of expenditures aimed at social protection are planned at 9.1% of this year\u2019s GDP. Of that, \u201cHealthcare\u201d occupies 9.4% and &#8220;Education&#8221; 7.3% of the total expenditures budget in 2023.<\/p>\n\n\n\n<div class=\"flourish-embed flourish-hierarchy\" data-src=\"visualisation\/12507638\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><\/div>\n<br>\n<p style=\"font-size: 11px;\"><small><br>\nSource: MFE <br>\nComments and Analyses: Open Data Albania <\/small><\/p>\n\n\n\n<p>There are 173 billion Lek, about 25% of the total expenditure budget, which are reported in the category of \u201cOther\u201d unclassified expenditures. This includes: local government expenditures (65.6 billion Lek), debt payments service (61.0 billion Lek), reserv &nbsp;fund (15.5 billion Lek), budget support for the energy sector (12.0 billion Lek), salary and pension policy contingency fund (8.3 billion ALL), the reconstruction funds (5 billion ALL), other expenditures (5.4 billion ALL). Despite the planning as a separate category, at the end of the year, with the consolidation of the actual budget, unclassified expenses are distributed according to the respective functions where they have been carried out, creating differences between the plan and the actual Budget expensditures allocated by function.<\/p>\n\n\n\n<iframe width=\"681\" height=\"371\" seamless=\"\" frameborder=\"0\" scrolling=\"yes\" src=\"https:\/\/docs.google.com\/spreadsheets\/d\/e\/2PACX-1vTX5zcpdvPv4VQ5pVomFvlUo7q0eVkfUPK63TkDdJQvPck201UZ-mI3U77W4tgXHtH46i5hsbxp4U-5\/pubchart?oid=1564576458&amp;format=interactive\"><\/iframe>\n<br>\n<p style=\"font-size: 11px;\"><small><br>\nSource: MFE <br>\nComments and Analyses: Open Data Albania <\/small><\/p>\n\n\n\n<p>Expenditures allocated by function in 2023, based on the respective program, have been planned as follows:<\/p>\n\n\n\n<p><strong>Social Protection<\/strong> &#8211;
