{"id":23394,"date":"2024-12-21T15:25:05","date_gmt":"2024-12-21T15:25:05","guid":{"rendered":"http:\/\/ndiqparate.al\/?p=23394"},"modified":"2025-02-04T08:18:00","modified_gmt":"2025-02-04T08:18:00","slug":"instill-watchdog-culture-monitoring-public-spending-and-procurement-on-local-government-units-training-workshop-in-berat","status":"publish","type":"post","link":"https:\/\/ndiqparate.al\/?p=23394&lang=en","title":{"rendered":"Instill Watchdog Culture \u2013 Training on Monitoring Public Spending and Procurement in Local Governance, Berat"},"content":{"rendered":"\n<p>\ud83d\udccd<strong>Location:<\/strong> Hotel Portik (Conference Room), Berat<br>\ud83d\uddd3 <strong>Date:<\/strong> December 21, 2024<br>\ud83d\udd59<strong>Time:<\/strong> 10:00 AM \u2013 1:00 PM<\/p>\n\n\n\n<p id=\"block-8e687bfb-0984-480e-a4e1-088b652b1dc5\">On December 21, 2024, <a rel=\"noreferrer noopener\" href=\"https:\/\/ais.al\/new\/\" target=\"_blank\">AIS <\/a>\u2013 promoter of Open Data Albania organized a training and workshop focused on <strong>Strengthening the Culture of Monitoring<\/strong>, with a particular emphasis on <strong>Monitoring Public Spending and Contracting in Local Government Units<\/strong>.<\/p>\n\n\n\n<p>This activity was held as part of the project <strong>&#8220;Youth Activism for Good Governance and Strengthening the Culture of Monitoring and Civic Engagement&#8221;<\/strong>, with the financial support of the <i>Small Grants Program of the Commission for <\/i><em style=\"font-style: italic;\">Democracy<\/em><em> of the U.S. Embassy Tirana<\/em>.<\/p>\n\n\n\n<p>The training gathered <strong>motivated young individuals, activists, and civil society representatives<\/strong> interested in enhancing transparency and accountability in public financial management.<\/p>\n\n\n\n<center>\n\n\n\n<figure class=\"wp-block-image size-large is-resized\"><img loading=\"lazy\" src=\"https:\/\/i2.wp.com\/ndiqparate.al\/wp-content\/uploads\/2025\/02\/IMG-20250109-WA0001.jpg?resize=563%2C422\" alt=\"\" class=\"wp-image-23779\" width=\"563\" height=\"422\" data-recalc-dims=\"1\" \/><\/figure>\n\n\n\n<\/center><br>\n\n\n\n<p id=\"block-f147a72b-0129-469d-8ca8-2aa26c666803\">A total of 26 participants attended the training, of which 21 participants were direct beneficiaries of the training. Other participants: <strong>2 representatives<\/strong> from Local Government Units and <strong>3 experts<\/strong> &amp; <strong>organizers<\/strong> of the training.<\/p>\n\n\n\n<p id=\"block-f147a72b-0129-469d-8ca8-2aa26c666803\">Among the <strong>21 direct beneficiaries<\/strong>:<\/p>\n\n\n\n<ul id=\"block-bba0a2fe-e62e-496c-9dbe-341b89dc74ed\"><li><strong>17 <\/strong>were young activists aged <strong>18-34<\/strong>,<\/li><li><strong>4 <\/strong>were activists over the age of <strong>35<\/strong>.<\/li><\/ul>\n\n\n\n<p id=\"block-65af45aa-c878-49c5-9deb-64a303be2023\">In terms of gender distribution <strong>7 participants (33%)<\/strong> were <strong>men <\/strong>and <strong>14 participants (67%)<\/strong> were <strong>women<\/strong>.<\/p>\n\n\n\n<p>For access to the full participant list, refer to this <a goal of this training was to <strong>empower youth and citizens<\/strong> to take a more active role in monitoring public finances and promoting <strong>transparency and accountability at the local level<\/strong>.<\/p>\n\n\n\n<p id=\"block-33c92688-4698-434a-a5b9-5b30c8f3feee\">Participants developed skills in the following areas:<\/p>\n\n\n\n<p>\u2705 <strong>Engaging in decision-making processes and budget consultations<\/strong>.<br>\u2705 <strong>Understanding the budget cycle<\/strong>: <strong>from planning to implementation and auditing<\/strong><br>\u2705 <strong>Citizen engagement tools for policy-making and public investments<\/strong><br>\u2705 <strong>Types of public expenditures and fund allocation at local and central levels<\/strong><br>\u2705 <strong>Mechanisms for monitoring public spending and understanding local budgets<\/strong><br>\u2705 <strong>Tracking public spending and contracting data through Open Data platforms<\/strong><br>\u2705 <strong>Practical exercise on drafting a municipal investment proposal and submitting requests to decision-makers<\/strong><\/p>\n\n\n\n<p>For the <strong>detailed
