As a result of persistent civil society advocacy, this legal framework has enabled the creation of <strong>independent institutions<\/strong> with clear mandates to <strong>monitor, investigate<\/strong>, and <strong>sanction<\/strong> abuses in electoral financing.<\/p>\n\n\n\n<p>By contrast, the legal and institutional framework in <strong>Albania<\/strong> remains limited. The country does <strong>not have a specific law<\/strong> on electoral finance, and the <strong>Central Election Commission<\/strong> has <strong>very limited powers<\/strong> when it comes to administrative investigations. Moreover, <strong>there are no specific sanctions<\/strong> for violations related to campaign financing.
