{"id":24426,"date":"2025-07-15T10:00:40","date_gmt":"2025-07-15T10:00:40","guid":{"rendered":"http:\/\/ndiqparate.al\/?p=24426"},"modified":"2025-09-05T12:18:45","modified_gmt":"2025-09-05T12:18:45","slug":"initiative-for-transparency-and-accountability-in-legislation-acer-and-ais-train-csos-in-anti-corruption-assessment-of-draft-laws-in-parliament","status":"publish","type":"post","link":"https:\/\/ndiqparate.al\/?p=24426&lang=en","title":{"rendered":"Initiative for Transparency and Accountability in Legislation: ACER and AIS Train CSOs in Anti-Corruption Assessment of Draft Laws in Parliament"},"content":{"rendered":"\n<p>The Albanian Center for Economic Research (<a rel=\"noreferrer noopener\" href=\"https:\/\/acer.org.al\/sq\/\" target=\"_blank\">ACER<\/a>), in collaboration with <a rel=\"noreferrer noopener\" href=\"https:\/\/ais.al\/new\/\" target=\"_blank\">AIS<\/a> \/ Open Data Albania and with the support of the Westminster Foundation for Democracy (<a rel=\"noreferrer noopener\" href=\"https:\/\/www.wfd.org\/\" target=\"_blank\">WFD<\/a>) in Albania, is implementing an initiative aimed at strengthening civil society engagement to enhance transparency and accountability throughout the legislative process in the Albanian Parliament.<\/p>\n\n\n\n<p>On June 30th, the two organizations held a training session with representatives of civil society organizations active in the areas of rule of law, European integration, good governance, human rights, and civic participation. Eleven experts from eight organizations were trained on the legislative process, corruption measurement indexes, and the preventive assessment of legal acts adopted by Parliament.<\/p>\n\n\n\n<p>See the agenda <a href=\"http:\/\/ndiqparate.al\/wp-content\/uploads\/2025\/07\/Agenda-Aktiviteti-1_ACER-AIS-data-30-Qershor-Rogner_final.pdf\">Here<\/a>.<\/p>\n\n\n\n<p>This initiative will continue with the strengthening of civil society organizations&#8217; capacities through:<\/p>\n\n\n\n<ul><li>Training on the <strong>Corruption Proofing of Legislation (CPL)<\/strong> methodology;<\/li><li>Technical assistance and mentorship in drafting three legal opinions;<\/li><li>Analysis of new draft laws that will be reviewed and adopted during the parliamentary legislature starting in <strong>September 2025<\/strong>.<\/li><\/ul>\n\n\n\n<p>These legal opinions will be presented to Members of Parliament, parliamentary committees, and other stakeholders involved in the legislative drafting and approval process. The Westminster Foundation for Democracy has previously supported the implementation of this methodology in Albania, including the assessment of the draft laws on <strong>Gambling<\/strong> and the <strong>State Police<\/strong>.
