Brahaj<\/strong>, Founder of AIS, promoter of Open Data Albania, and anti-corruption expert, was one of the speakers in the panel discussing the role and contribution of civil society in this action. The panel discussed the implementation of programs for corruption risk assessment in Albania, showcasing best practices, confronting challenges, and fostering meaningful collaboration with public institutions.<\/p>\n\n\n\n<p>During this conference, the AIS \/ Open Data Albania representative presented to participants <strong>two concrete and impactful models<\/strong> for preventing and reducing corruption in the Public Procurement Sector. These models are consolidated by the organization at the national level and in partnership with <strong>GTI<\/strong> and a consortium of several organizations in European Union countries.<\/p>\n\n\n\n<p>Specifically:<\/p>\n\n\n\n<ul><li><strong>Flagship Model &#8211; Open Procurement Albania <\/strong><strong>(National Program)<\/strong><\/li><li><strong>Flagship Model \u2013 i-Monitor 2.0 \/ Open Tender Europe <\/strong><strong>(GTI and Partner Organizations)<\/strong><\/li><\/ul>\n\n\n\n<p>AIS presented <strong>two well-established models of civil society engagement<\/strong> in assessing the risk of misuse and corruption, which are related to public tenders and procurement.<\/p>\n\n\n\n<p><strong>Open Procurement Albania<\/strong><\/p>\n\n\n\n<p>This model is implemented in Albania through the Open Procurement Albania platform, which has been operational since 2014 and was created according to the standards and principles of the Open Contracting Partnership.<br>The platform has created a dashboard for each tender, where every stage of the tendering process is presented transparently.<br>In addition, the platform uses a risk assessment algorithm in tenders, known as the <strong>Red Flag Algorithm<\/strong> (a form of artificial intelligence for assessing tendering risks).<br>State institutions use this platform for planning audits or as an indication for institutional verifications, while the media use it as a database for investigations and data-driven articles.<\/p>\n\n\n\n<p>Link: <a href=\"https:\/\/openprocurement.al\/en\/index\/index\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Open Procurement Albania<\/strong><\/a><\/p>\n\n\n\n<p><strong>Open Tender Europe \/ iMonitor 2.0<\/strong><\/p>\n\n\n\n<p>This model represents an advanced approach to analyzing and assessing corruption risks and procurement quality.
