In circumstances where the revenues are not sufficient to cover the total expenditures of a budget state is a normal process of financing the deficit by using debt. As can be seen from the chart, since 1996, the cost of debt began to grow very fast and in 1998 its level was 10 times higher than in 1993-n. In 2001 and 2002 reached the lowest level, while from 2008 the amount of interest paid was a considerable part of the total expenditures of the state budget. Interest paid achieved round 8% -10% of total expenditures.
