As such, attention to the<br \/>\nmanagement of public funds to this sector takes on a special importance.<\/p>\n<p>The Ministry of Health (MoH) is one of the three pillars of the public<br \/>\ninstitutions that participate in the Albanian healthcare system. In<br \/>\n2003-2005, the MoH budget grew by about 9% and in 2005 it received the<br \/>\nlargest share of funds ever allocated to this sector from the Government<br \/>\n Budget (14.1%).<\/p>\n<p>In the following years, the budget of the MoH continued to grow, but its<br \/>\n share in the Total Budget began to fall. This program has had a large<br \/>\nfunding increase, attaining the maximum level in 2009 (16.3 billion<br \/>\nALL). In 2010, these funds fell by 6% compared to 2009; however, they<br \/>\nwere 40% higher than in 2005.<\/p>\n<p>We should emphasize the fact that a large part of the MoH funds are<br \/>\nadministered by the Institute of Health Insurance (IHI). Since 2007, IHI<br \/>\n is responsible for providing Primary health care services and since<br \/>\n2009 also for the Secondary care. To achieve these functions, MoH<br \/>\ntransfers the funds from the Government Budget to the IHI.
