The research analysis was conducted from April 1991 to November 2011, after the first pluralist elections and fall of the Communist Regime. The data have been researched on the official web sites of the main institutions such as the Parliament, the Council of Ministers and the Presidency.<\/p>\n<p>According to the Open Data Albania research, in the tenure of the Speaker&nbsp; of the Parliament from April 1991 until November 2011 have been respectively :&nbsp; Mr. Kastriot Islami with professional profile as Physicant; Mr. Pjet\u00ebr Arbnori with university degree in Philology; Mr. Sk\u00ebnder Gjinushi with professional profile as Mathematician; Mr. Namik Dokle with university degree in Agrarian Economy and Journalism; Mr.Servet P\u00ebllumbi&nbsp; with university degree in Philosophy and Mrs. Jozefina Topalli who is currently the Speaker of the Parliament of the Republic of Albania with professional profile as&nbsp; mathematician.<\/p>\n<p>From April 1991 to November 2011 in the tenure of the Speaker of the Parliament have been in 54, 89% of the time Speakers of the Parliament with professional profile in Exact Sciences;
