This means that as many contributors participate in the scheme, the more healthy and independent from the state budget would the scheme be. Despite that the number of contributors from this sector has increased, as the payment of contributions is mandatory, the discrepancy between the levels of employment reported by INSTAT and contributors according to Social Insurance Institute reflect a high evasion, which in 2005 was at the level of 33%. <\/p>\n<p>This high level means that in 3 employees, 1 of them was not declared, but comparing to the level of 44% in 2002 this indicator seem to be improved.
